The first ship comprehensive maritime service completed at Xiu Shandong anchorage in Zhoushan

日期:2019-12-17
According to MarineCircle News issued on Dec.17th.,the reporter learned from the constructionheadquarters of Zhoushan International Maritime Service Base that the MarshallIslands flagged containership "Rio Centaurus" completed the first foreign-goingvessel's comprehensive maritime service at Xiu Shandong anchorage in Zhoushanyesterday, including supplies of bunker, food and materials supply as well as crewchanges. The vessel "Rio Centaurus" planned to continuously complete thesupply of lubricating oil tonight.

At about 10:00 a.m., “Guohong 6”, the oil supply barge, arrived alongsideport side of foreign-going vessel and began to supply 200 tons of low sulfurfuel oil (LSFO). At 2:30 PM, the refueling task was completed and the oil supply barge left the vessel. As implementation date of IMO 2020 Global Sulfur Cap is fast approaching, the supply of LSFO in Zhoushan increased rapidly this month. This time’s bunker supplieris the only Sino foreign joint venture among the 14 bunkering companies in Zhoushan-——CONSORT BUNKERS (ZHOUSHAN) CO., LTD. On October 26, 2018, Zhoushan Municipal government issued a license for the operation qualification of marinebunker fuel to CONSORT BUNKERS (ZHOUSHAN) CO., LTD. Which had registered in Zhoushan Port comprehensive free trade zone and had been jointly established by CONSORT BUNKERS PTE LTD and Zhejiang International Business Group Co., Ltd.

At the same time, the material supply shiploaded the food and materials for the vessel, sailed out from Benteng buildingmaterials at 11 a.m. to Xiu Shandong anchorage, sailed 5.8 nautical miles, arrived at the side of the foreign-going vessel at 11:30 a.m., and completedthe supply task at 13:20.

Benteng building materials Wharf is the secondinternational maritime service shore base opened in China (Zhejiang) Pilot FreeTrade Zone (FTZ) after Putuo Taimao terminal. It is convenient for the supplyof materials and the service of personnel who get on and off board, as well asfor the centralized supervision’s needs of the customs and border inspectionand other functional departments. The three international maritime integratedservices at Mazhi Anchorage and South Anchorage of Xiazhimen previouslyreported by MarineCircle News both took Putuo Taimao terminal docked atZhujiajian Xi Ao as their corresponding shore base.

Xiu Shandong anchorage is located in north ofZhoushan islands, Central Zhoushan sea area, east of Xiushan Island. On Sep.25th.,2017,Xiu Shandong anchorage completed the first bonded marine fuel bunkering taskand officially became a special anchorage for Zhoushan bonded marine fuelsupply. The biggest advantage of Xiu Shandong anchorage is that it is close tothe shore and does not need pilotage. The straight-line distance from ZhoushanPort Comprehensive Bonded Zone is only 3-5 nautical miles, and thetransportation cost is low. Therefore, Xiu Shandong anchorage is very suitable asthe anchorage area for personnel who need to get on and off board frequently, material supply, these kinds of maritime comprehensive services under shiphandover and voyage repair.

After charterer redelivered the vessel andbefore new charter began, containership "Rio Centaurus” completed suppliesand repairs at Xiu Shandong anchorage. The world's largest containerport——Yangshan Deep Water Port is located in Zhoushan sea area, making Zhoushanbecome a very important place for container ship’s chartering. In fact, according to the research from MarineCircle, Zhoushan will most likely becomethe global center of delivery and redelivery center for bulk carriers.

Last year, through MarineCircle’s statisticalanalysis towards delivery and redelivery places of global bulker carrierschartering, it was found that Zhoushan ranks 11th in the whole world, and theYangtze River Estuary close to Zhoushan ranks second to the east coast of SouthAmerica, and also the most intensive area for bulk carriers to be delivered. However, the anchorage area of the Yangtze River estuary is not suitable forship related services because of the strong wind and waves, which is far away fromthe shore. On the other hand, although Singapore is neither the loading portnor the discharging port of bulk cargo, it ranks third of global delivery placefor bulk carriers after the Yangtze River Estuary, which mainly due toSingapore's cheap marine fuel price and the ability of convenient integratedmaritime services.

According to the research on AIS data of globalships from MarineCircle, in 2018, there were more than 107,000 international-goingvessels passing through Zhoushan, 1.32 times that of Singapore. Among them, more than 29,000 bulk carriers are 1.71 times that of Singapore. Therefore, with the continuous embodiment of the price advantage of Zhoushan bonded bunkerfuel and the continuous improvement of the comprehensive maritime service capacityof Zhoushan anchorage, it can be predicted that more and more dry bulkcarriers, as well as tankers, containerships and other cargo ships, will chooseZhoushan as the ideal place for ship’s delivery and redelivery.

The abundant anchorage resources in Zhoushan not only provide theconvenience of all kinds of maritime inspection needs for delivery andredelivery of foreign-going vessels, but also can supply high-quality and cheapmaterials for the next voyage of the vessel, including bunker, lubricating oil, food, materials, spare parts, etc., as well as complete crew changes andtraining by the way, and even carry out the necessary minor repair of the ship. The formation of Zhoushan chartering delivery center and the construction ofZhoushan international maritime service base can be said to supplement andbe cause - and - effect each other!
